When I go to download this it shows as a compressed zip file and therefore I cant save it as a litematica file or save it period.

Litematica is a java only mod - ergo everything on the website is compatible with the java version of the game and yep it works with 1.21+

Minecraftbbt - Whilst this would work in earlier versions spawn proofing will be required as you won't be able to build it as high up as shown in the video.
